Cilicia Villegas is the Aerospace Business Development Coordinator at New Mexico Spaceport Authority and a former Economic Development Coordinator and Senior Real Estate Specialist for the City of Las Cruces. She has over 20 years of experience in real estate. Her background includes managing the City’s industrial park, leading projects on site selection, master planning, project management, construction, right-of-way, land acquisition/disposition, lease negotiations, property management, and recently business attraction and workforce-related programs.

Frederic Moreno is an Aerospace Engineer with extensive experience across the automotive and aerospace industries. He spent 14 years at MSD Ignition/Alternative Fuels, managing the Alternative Fuels department and training nationally and internationally. Following this, he dedicated 18 years to NASA’s White Sands Test Facility as a Design Engineer IV, where he led testing and design efforts with advanced propulsion systems. He also shared his expertise as an evening math instructor at El Paso Community College for 20 years. His journey continued with Blue Origin, where he contributed to the launch complex and later moved to support Lunar Lander thruster testing. Today, he is at the forefront of aerospace innovation at Spaceport America with the State of New Mexico, where he stays involved in groundbreaking projects.
